In movies, there is the classic hostage situation where the person taking the hostage demands something from the cops. This type of thing is usually the last stand. In such situations, as it occurs in the movies, the cops must comply with the person’s demands such as dropping their weapons before the hostage taker barricades himself in some building.
Then the negotiation occurs, which usually ends in a raid by the police. In real life, this type of thing does not usually happen in small time incidents. When some cops have a gung ho attitude of shooting first and asking questions later, the hostage may find themselves getting caught in the crossfire as collateral damage.
