In law enforcement, you have undercover operations, and also bait operations. Is it considered entrapment? That is, law enforcement personnel encouraging civilians to break the law, then arresting them for it. While bait is enticing to the criminal that is likely to break the law if given an opportunity, in no way are they coerced to do so.
While bait operations enable the criminal (who are innocent until proven guilty) to take it, it does not encourage them to do so. The exact definition of what is considered encouragement is a matter of opinion, but there is no excuse to break a law meant to protect other citizens.
